Read those two together, because together they are the whole point. The session method is not a deduction. It lets you net inside a single session and does nothing across sessions. Elect it or not, Wisconsin allows no loss deduction. Federal treatment is different, which is exactly why this catches people: gambling losses are deductible federally if you itemise, subject to limits, and Publication 600 itself points readers to Schedule A of Form 1040 for that position.
